Millerstown Borough Council Meeting Minutes November 6, 2023 Those in attendance: President Rob Shipp, Vice President Tim Ritzman, Council members Donna Showers and Kevin Hertzler. Secretary Karen Knellinger, HRG engineer Isaac Underhill, Solicitor Bill Dissinger. Dave Stroup, Plant Manager and Jared Wagner, Assistant, Mayor John Kerns President Shipp called the meeting to order at 7:00 pm. Councilmember Rich Fegley arrived at 7:30pm. Public and Private Concerns No one signed in to speak for 3 minutes each. Special Speaker, Lt. Kenneth Tallman, PSP Newport Barracks. Lt. Tallman advised of incidents reported in the last two year period and thinks the town is relatively quiet. He provided an anti-terrorism poster for the office with a tip line. President Shipp asked if the Neighborhood Crime Watch program was discontinued and he advised the Community Service Officer could let us know. He will be providing coverage for enforcement of the no parking on South Market Street and the stop signs in the square. Amendments to the Agenda A Pa1Call was received for a spouting plan at the GWSD. Dave contacted Isaac to review the plan for any additional water around the well. Isaac reviewed the site before the meeting and feels it would be the same amount, nothing additional. The minutes from the last regular meeting were previously emailed and reviewed. Councilmember Showers made a motion to approve the minutes as presented. Vice President Ritzman seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed and discussed. Councilmember Hertzler made a motion to approve the minutes as presented. Councilmember Showers seconded the motion. Approval was unanimous. Street Committee Report Dave advises another load of shale has been hauled to Iron Mountain Road for a 6” berm and may need an additional load. A resident asked for a guardrail and this is not feasible since it will wash away. Jared was recently certified in the Dirt and Gravel Road seminar and had asked about the solution. They advised to build up a berm instead of a guard rail. Sewer Committee Kappe replaced the valve at the plant; the wiring was completely different than what was originally installed. Solicitor Dissinger will review one noncompliant FOG producer. Water Committee Report Modern Pump installed the surge protection on the reservoir float and replaced the solenoid. DEP line inventory continues. Finance Committee Report Tabled Solid Waste Committee Report The biennial Fall Clean Up Day cost is $650 for 61 residents participating. Engineer’s Report Isaac advises he has no subdivision plans to review. The mixer is operational in the tower. The CFA meeting has been rescheduled for 11/21. No news on the 2024 Casey grant. They are assisting the Solicitor with questions for the SALDO with construction specs up to standards. Zoning Permit Zoning officer Reilly is absent but he has approved one permit; 29S Market Street, deck. Mayor’s Report The Mayor advises he will follow up with PSP on parking issues. Solicitor’s Report Solicitor Dissinger advises Burgett has provided descriptions of easements for the final draft of the Moore subdivision plan which will allow it to be finalized. He is continuing to work on the SALDO with assistance from HRG. The junk car ordinance is also continued. Old Business None New Business Kim Savercool, Tax Collector, presented updated fees to take affect January 1, 2024, increasing tax certification from $15 to $25 and tax receipts for title companies from $10 to $15. Councilmember Hertzler made a motion to approve the new fees as presented. Councilmember Showers seconded the motion. Approval was unanimous. Adjourn to a brief Executive Session concerning financial matters. Adjourn from the Executive Session. Finance Committee Report The preliminary budget was presented with a $5 increase in trash fees from $63 to $68 per quarter for 2024. The water budget will remain as is with minimum 7,000 gallons of water for $80. The sewer charge will increase per EDU $25 a quarter or $5 a month from $225 to $250. The total minimum quarterly bill for 2024 effective January 1st is $413. Vice President Ritzman made a motion to approve the budget as discussed. Councilmember Showers seconded the motion.
